PUT /notifications/preferences
Update preferences — **merge** semantics at both the category and the field level: only the categories present in the body change, and within one category only the fields present in it change, so a partial body never silently resets `enabled` or `minSeverity` for anything it omits.
Body: `{"preferences": {"<category>": true|false | {"enabled"?: true|false, "minSeverity"?: "info"|"warning"|"critical"}, …}}`. An unknown severity value is rejected with 400, never silently coerced.
