GET /openapi/management.json
OpenAPI 3.x description of the **management API itself** — the token-gated REST surface (`/projects`, `/lines`, `/keys`, `/billing`, `/dlq`, …). It is generated from the routes it describes, so it cannot fall behind them.
This is the one route in the document that needs no token: the API catalog at `/.well-known/api-catalog` links to it, and an agent that follows the link has no account yet. Not the same document as `/openapi.json`, which exports one project's own relay specification.
