GET /legal/current

The Terms of Service and Privacy Policy a sign-up accepts now.

For each document: the id of the newest published change, the SHA-256 of its rules, the page that shows them and a PDF of them. Send the two SHA-256 values as `accepted_legal` with `POST /signup`.
